简要规则描述：主要负责宣桥镇农村公路设施量（道路31条、桥梁57座）日常综合养护工作。涉及宣桥镇15条乡道及16条村道的路基、路面、桥梁、防护工程、雨水排水设施等市政工程以及道路标志标线、防冲护栏、禁入栅等附属设施的清扫保洁，经常性保养和修补其轻微损坏部分的作业等。协同采购人及其它相关部门迅速处置应急事件，制定相应的应急预案，除发生不可抗力事件，其它任何情况下必须保持相关设施处于良好的技术状态，实现管养路段各类设施安全良好、规范齐全、通（运）行状况良好。            

Brief Specification Description: Mainly responsible for the daily comprehensive maintenance work of rural road facilities (31 roads and 57 bridges) in Xuanqiao Town. Involving the subgrade, pavement, bridges, protective engineering, rainwater drainage facilities and other municipal engineering of 15 township roads and 16 village roads in Xuanqiao Town, as well as the cleaning and maintenance of road signs and markings, anti-collision barriers, no-entry fences and other ancillary facilities, regular maintenance and repair of minor damage parts, etc. Coordinate with the purchaser and other relevant departments to quickly handle emergency events, formulate corresponding emergency plans, except for force majeure events, under any other circumstances, relevant facilities must be kept in good technical condition, to achieve safe and good facilities, complete specifications, and good traffic (operation) conditions in the management and maintenance sections.            

合同履约期限：自合同签订之日起一年。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, small and micro enterprises will not be eligible for price discounts or promotions. (2) Support welfare units for the disabled and treat them as small and micro enterprises.        

(c)本项目的特定资格要求：1）符合《中华人民共和国政府采购法》第二十二条的规定；
2）未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5）本次采购不接受联合体响应，不允许合同转让与分包。        

(c)Specific qualification requirements for this program: 1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2) Not be included in the list of dishonesty and dishonesty by the Chinese government procurement network (******) and the Chinese government procurement network (******); 3) Must be a legal person or unincorporated organization established in China in accordance with the law (this project does not accept branches to participate in procurement activities in their own name); 4) Suppliers who comply with the provisions of Article 17 of the "Guiding Opinions on Promoting the Reform of Government Procurement in Pilot Areas by Connecting with International High-standard Economic and Trade Rules" (Shanghai Finance and Procurement [2024] No. 12) shall not participate in the procurement activities of this project; 5) This procurement does not accept consortium response, and contract transfer and subcontracting are not allowed.
