Brief Specification Description: In order to meet the needs of elderly people, especially those who are elderly, living alone, empty nest, and unable to take care of themselves, for meal assistance services, this package intends to select a qualified supplier through public procurement to provide convenient ordering, dining, and delivery services for the elderly in Heqing Town, enhancing their sense of home happiness. The service scope of this package is the southern region (south of Gaoke East Road). Suppliers participating in this response can respond to one package or multiple packages simultaneously, but each supplier can only complete one package. (Please refer to Chapter 3 Procurement Requirements for details)

Brief Specification Description: In order to meet the needs of elderly people, especially those who are elderly, living alone, empty nest, and unable to take care of themselves, for meal assistance services, this package intends to select a qualified supplier through public procurement to provide convenient ordering, dining, and delivery services for the elderly in Heqing Town, enhancing their sense of home happiness. 二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;        

(c)本项目的特定资格要求：（3）须具有有效的《食品经营许可证》，且涵盖承包内容相匹配的经营项目；
（4）须系我国境内依法设立的法人或非法人组织；
（5）本项目不允许转包。        

(c)Specific qualification requirements for this program: (3) Must have a valid Food Business License and cover business projects that match the contracted content; (4) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (5) This project does not allow subcontracting.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (******), China Government Procurement Network (******) ;
